This was is my 3rd/4th year and it worked like a charm with the best latency since no "middleman" was involved. I myself had access to a VM on my college servers which had direct connection to the internet (no proxy or anything). Leave "gaming" out of your reasoning for this and convince them that UDP traffic is necessary for one of your courses/assignments whatever.
I think all you need to unblock is UDP traffic. Convince your network admin to open a port for all connections for "academic purposes". The best way is of course social engineering. I was in Delhi and the latency was decent enough for us to be able to play CS:GO and Dota 2 on Steam. This is exactly what I did in my initial hostel days. You should be easily be able to find tutorials for this online. Then you can tunnel all your network traffic via this self hosted VPN server of yours. You already are aware of that so that's good, and you are right it will spike your latency.Ī better option is to get a VM on AWS or Digital Ocean (these 2 have data centers in India so latency will be much better) and setup a OpenVPN server there. I am going to start off with the most basic one, which is to use a VPN. I remember the hostel days! Here are your options:
